On paper, Chicago ought to be the easiest Guidewire market in the country. It isn’t. Cook County alone counts 58,320 insurance jobs. That’s a lot of insurance.

Then the search starts, and a résumé search for insurance plus Java in Chicago turns up producers, account managers, claims examiners and placement specialists long before it finds one developer who has pushed a PolicyCenter change to production. Nobody did anything wrong. It was the wrong number.

Guidewire sells to the companies that write the policy. Count those. Not the whole county.

We run Chicago Guidewire searches through our insurance IT staffing practice, the same desk that covers Duck Creek and Majesco, and every one starts on the carrier side of the map. Outside Illinois, the same bench runs national Guidewire developer staffing for carriers everywhere else. General development, cloud and security hiring in the city goes through IT staffing in Chicago instead.

The Sheet

Read Chicago Insurance the Way a Sanborn Sheet Reads a Block

For most of a century, fire underwriters priced American cities from Sanborn maps. Every sheet drew each building to scale, fifty feet to the inch, and recorded what it was built from, so an office could price the risk on a block it never visited. Sanborn kept a regional office in Chicago.

We read the Illinois insurance market the same way. Four counties. One scale. Every job is marked by the kind of employer it sits at.

Carrier. Writes the policy and holds the risk. Guidewire’s customer.
Agency or brokerage. Sells and places coverage somebody else writes.
Claims admin & other. Third-party administrators, adjusters and other insurance services.
Withheld. BLS suppresses the split to protect individual employers.

Cook is mostly not carriers

Of Cook County’s 58,320 insurance jobs, 25,781 sit at carriers. Fewer than half. The other 32,539 sell, place or administer coverage that someone else writes, and most of the carrier jobs are underwriting, claims and actuarial seats anyway.

Claims administration runs deep here

Third-party administrators alone employ 8,216 people in Cook County, about 14% of its insurance jobs, and claims adjusting and the other insurance services BLS counts alongside them add another 7,645. Nationally it’s closer to 8.5%. Good claims people are easy to find in Chicago. ClaimCenter developers are another story.

The second building is downstate

McLean County has 15,951 insurance jobs, more than DuPage, and they make up nearly one in five of every job in the county. Cook holds only about 42% of the 61,736 carrier jobs in Illinois. A search that stops at the county line reads less than half the sheet. Plenty do.

Figures from the BLS Quarterly Census of Employment and Wages, 2024 annual averages, private employers, NAICS 5241, 524210 and 52429. Original Illinois sheets can be browsed in the University of Illinois Sanborn map collection.

The Addresses

Chicago’s Guidewire Addresses, From the Loop to Bloomington

Carriers have addresses. CNA, Kemper and Old Republic all run their headquarters from the Loop, within a mile of each other. CNA was named in Guidewire’s 2006 PolicyCenter launch announcement, implementing it for standard commercial lines alongside ClaimCenter.

North of the city, Allstate runs from its Sanders Road campus in Northbrook. Zurich North America is in Schaumburg, just off I-90. Then it’s two hours down I-55 to Bloomington, home to State Farm and COUNTRY Financial, and COUNTRY picked Guidewire ClaimCenter in 2018 to replace a claims system it had built in-house.

Brokers share the map. Gallagher is headquartered in Rolling Meadows, and Hub International works out of Riverside Plaza. Their people know insurance cold. Most of them have simply never needed to know PolicyCenter.

So we read the addresses before the résumés. A developer who spent six years inside one carrier’s instance and a consultant who touched four implementations are both Guidewire people, and a Chicago req usually wants one of them far more than the other. Ask which. Our page on carrier-side Guidewire recruiting goes deeper on the carrier half.

Contract

Contract Guidewire Developers for a Chicago Cutover Weekend

Illinois carriers have now shown both ways to cut over. COUNTRY Financial said it would bring ClaimCenter in one line of business at a time, starting with auto. Pekin Insurance, just south of Peoria, went the other way and moved InsuranceSuite to Guidewire Cloud for every line it writes at once.

Neither is wrong. They staff differently.

A line-by-line rollout is a string of cutover weekends, each needing the same few conversion and integration developers for several weeks either side of go-live, which is why we try to keep those people on one contract staffing engagement across the whole sequence instead of rehiring for every line. An all-at-once move needs more hands in a shorter window. Six people, one weekend. Finding them all free at once is the hard part.

We staff both from Chicago. If the developer who carried a cutover turns out to be someone you’d rather keep, contract-to-hire lets you convert without starting a new search.

Coverage

Chicagoland and Central Illinois, by Rail Line

In Chicago, a commute is a train line. Settle the office days before the search opens, because they decide which half of the metro answers the phone.

Every Metra line

The Loop & River North

CNA, Kemper, Old Republic and Hub, plus the big consulting firms’ Chicago offices. The easiest commute in the state. Also the most recruited bench.

Metra MD-North & UP-North

Northbrook & the North Shore

Allstate’s campus anchors it, with Deerfield and Glenview close by. Senior people who live up here rarely want a daily ride downtown. Good news for Northbrook.

Metra UP-Northwest & MD-West

Schaumburg & the Northwest Suburbs

Zurich North America in Schaumburg, Gallagher in Rolling Meadows, Arlington Heights and Itasca around them. Most people here drive, so a Schaumburg seat draws from the northwest and the Fox Valley. Not the city.

Metra BNSF

Oak Brook, Downers Grove & Naperville

DuPage counts 13,610 insurance jobs, more of them at agencies and administrators than at carriers. Deep in Java and integration engineers, though, many of them a short drive from the Oak Brook and Downers Grove office parks, and the BNSF puts Naperville in the Loop in under an hour.

Amtrak & I-55

Bloomington-Normal, Peoria & Springfield

State Farm and COUNTRY Financial in Bloomington, Pekin Insurance near Peoria. Relocation north is a big ask from down here. A remote seat with a few trips to the Loop each quarter usually isn’t.

Good candidates also live outside Illinois. Our recruiters work more than 30 U.S. metros, which puts a strong ClaimCenter developer in St. Louis or Minneapolis who’d take a Chicago seat on the list from the first week. Non-Guidewire hiring in the city runs through our Chicago staffing agency, actuarial and finance seats through accounting and finance staffing in Chicago, and ERP seats through ERP staffing in Chicago.

Questions

Common Questions

What does a Guidewire developer cost in Chicago?

$115 to $165 an hour is the usual contract bill rate for a senior Guidewire developer in 2026, and direct-hire salaries generally land above the $134,380 Chicago median BLS reports for software developers.

Where someone falls in that range depends on the product, whether they’ve been through a cloud migration, and how many office days you need, and our salary guide breaks down Guidewire developer pay by level. Want a first number before the req goes up? Try our salary benchmark tool. It’s free.

Why is it hard to hire Guidewire developers in Chicago with so many insurance jobs here?

Because most of those jobs aren’t at carriers. Of Cook County’s 58,320 insurance jobs, 25,781 are at carriers, and Guidewire’s customers are the carriers.

Even inside a carrier, developers are a small slice next to underwriting, claims and actuarial staff. The Guidewire bench is real. It’s just a thin line inside a very big number. Our Guidewire hiring guide covers how to scope the role before a search opens.

Do Chicago Guidewire developers expect to work remotely?

Mostly, yes. Much of Guidewire contract work runs remote now, so a Chicago seat that needs people in the office is competing with national remote offers.

Carriers that want people onsite do better when they name the days up front and put the seat on a train line candidates already ride. Three days in Northbrook is a different ask from three days downtown. Not even close.

Can KORE1 staff contract Guidewire developers for a go-live?

Yes. Contract is how most cutover staffing works, whether the rollout goes one line at a time or everything at once.

Tell us the cutover dates and the lines of business involved. For a staged rollout we try to keep the same developers through every wave, since each one gets faster when the people doing it already know your data, your integrations and the weekend runbook.

Do you recruit in Bloomington and central Illinois?

15,951 insurance jobs sit in McLean County alone, so yes. We recruit there for Chicago roles and for carriers based downstate.

Bloomington-Normal, Peoria and Springfield candidates usually want a remote or mostly remote arrangement for a Chicago employer. Plenty are open to one.

Does KORE1 also fill Duck Creek and Majesco roles in Chicago?

Same desk, different platform. Our insurance IT recruiters cover Duck Creek and Majesco alongside Guidewire, plus the data and integration seats around all three.

Non-technical insurance roles, from underwriters to claims examiners, go through our insurance staffing team.
