A Stalled Engineering Org Usually Doesn’t Have a Technology Problem

The most common thing Kris finds walking into a struggling engineering organization isn’t technical. It’s a clarity problem. Engineers can’t tell you what done looks like. Requirements move mid-sprint. Leadership settles a scope question standing in a hallway and it never reaches the backlog. Everybody is working hard, in slightly different directions, and nobody can articulate why the output doesn’t match the effort going in.

Reorgs tend to attack the wrong layer. Boxes get moved. Two managers get merged. A title changes. Six weeks later the same decisions are still getting made in the same hallways by the same three people, and the team has absorbed a quarter of churn for nothing. The chart changed. The operating model didn’t.

Here’s a cheap version of the diagnosis you can run this week without hiring anyone. Ask four engineers on the same team what the top priority is this quarter, separately, and write the four answers down. Three different answers means the problem isn’t headcount and it isn’t your framework. It’s that the priority doesn’t live anywhere the team can actually see it.

Kris ran this from the inside on a Kafka migration where years of point-to-point integrations had become load-bearing spaghetti, the kind nobody wants to touch because everything is holding everything else up. Decoupling it cut downstream processing latency by 45 percent. Scoping calls go faster when the wrong fits get named early, so here are the three we redirect most often.

If you already suspect the org is slow and want a number before anyone touches the structure, start with the engineering velocity assessment. That’s the measurement. This desk is the rebuild, and running them in the other order wastes a month. If the real gap is one seat rather than the whole shape, that’s VP of engineering staffing, or a level down at director of engineering and engineering manager. Regulated shops usually want fractional VP of engineering for regulated industries instead.

Kris Drouet on Why the Chart Is the Easy Part

Kris is VP of Engineering at a mortgage technology company and a contributor here. Twenty-five years building and leading teams, nearly all of it in fintech and mortgage tech, where an operating model that only exists in somebody’s head eventually gets read back to you by a regulator.

His position on reorgs hasn’t moved in years. Operational discipline is not bureaucracy. It’s the floor that lets good engineers do good work, and the unglamorous parts, a standup that stays focused, a retro that produces something, estimates treated as informed commitments rather than aspirational guesses, are what actually move velocity. He has watched teams that had already labeled themselves dysfunctional turn around on fundamentals alone. The technology was almost never the problem. The operating system around the technology was.

One number he uses to make the point. An Encompass integration in mortgage tech gets quoted like a long weekend, plug it in, map some fields, ship. Counted honestly, with field mapping and compliance review in scope, it runs closer to two quarters. Orgs that estimate that badly usually aren’t bad at estimating. What does an engineering org design consultant actually do?

An engineering org design consultant maps how decisions actually get made inside your org, redraws team structure and reporting lines around that reality, writes down the operating cadence, and stays long enough to watch the first version survive contact.

The last clause carries more weight than people expect. A structure that has never been stress-tested against a real quarter is a hypothesis. Most of the value shows up in weeks five and six, when the first awkward decision hits the new model and somebody has to hold the line on it.

How long does an engineering org redesign take?

Four to six weeks for a standalone engagement, and roughly a quarter before you can honestly say whether it worked.

Weeks one and two are interviews and observation, sitting in your planning and your standups without changing anything. Week three is where the real span of control gets counted and the decision map gets drawn. The back half is the redesign itself, the written operating model, and a walkthrough with the two or three people who will have to defend the thing in a room full of engineers after the advisor has already left the building.

How is this different from the engineering velocity assessment?

The velocity assessment measures. This one rebuilds. The assessment tells you how slow you are and where the drag sits, and this desk staffs the person who redraws the structure and cadence that produced it.

Plenty of clients run both, in that order, six to eight weeks apart. A few skip the assessment because they already know exactly where it hurts and just want somebody to fix the shape.

What does an engineering org design engagement cost?

Standalone redesigns typically land in the low five figures, priced as a scoped project rather than an open-ended hourly retainer.

Scope drives the number more than anything else. A single 30-engineer org with one product line prices very differently from a 120-person group split across three business units, two of which don’t fully trust each other, plus a compliance function nobody remembered to put on the interview list. We quote after the first call, never before it.

Won’t a reorg tank morale for a quarter?

It can, and plenty do. The ones that don’t share a single trait, which is that engineers learned what changed and why from a document rather than from a rumor in a group chat.

The reorgs that go badly are almost never the ones with the wrong structure. They’re the ones where the reasoning stayed inside the leadership team and everyone below it filled the silence with the worst available explanation. Write the reasoning down, name what isn’t changing, and most of the anxiety burns off in a week.

Do we need this if we already have a VP of Engineering?

Often, yes, because your own VP can’t fully separate the design from their own preferences and history, and nobody should expect them to.

They built some of this. They hired half of it. They know exactly which manager is going to take the change badly. That knowledge is genuinely valuable, and it also makes a clean-sheet read close to impossible from the inside. An outside advisor asks the span-of-control question everyone internally has already decided is rude.

What do you find most often that leadership didn’t expect?

Span of control. Somebody on the chart has fourteen direct reports and nobody had noticed, usually because the team grew one urgent hire at a time and no single hire looked unreasonable.

Second most common is a manager who is still the best engineer on the team and hasn’t stopped acting like it, so every meaningful decision routes through one calendar and waits there until Thursday. Both of those are structural. Neither shows up in a performance review.
