Civil Engineering Staffing Agency
KORE1 places PE-licensed civil engineers, EITs, designers, and CAD techs on site, transportation, water, geotechnical, and land development projects. Contract, direct hire, and contract-to-hire from a bench built since 2002.

KORE1 places PE-licensed civil engineers, civil EITs, designers, and CAD techs on site/civil, transportation, water and wastewater, geotechnical, and land development projects nationwide. Two decades of engineering recruiting, a vetted bench, and 17-day average fill on PE-stamping roles.
Civil hiring is harder than most owners realize.
Every project on the ground needs a civil package somewhere. Grading, drainage, paving, utility tie-ins, traffic, hydrology. So civil engineers carry a load that quietly compounds across every market. ASCE and the BLS have been warning about the licensure pipeline for years. When a DOT contract lands or a 200-lot subdivision needs construction documents by next quarter, the bench you can actually pull from is thinner than the org chart says.
“
We have been recruiting civil engineers since 2002. Our recruiters know the difference between a PE who has stamped a real construction document set and a PE who is still chasing hours under someone else’s seal.
KORE1 is a spoke off our broader engineering staffing agency practice. We place EITs, licensed PEs, senior PMs, and civil engineers of record on real projects. Civil 3D designers and BIM modelers. Hydrology and hydraulics modelers. Geotechnical engineers and field reps. Survey crew chiefs and party chiefs when the project needs them.
Most civil work pairs with active construction, so we coordinate the design office and the field crew through one recruiter. If your project needs a senior civil PE for the drainage report and a superintendent for the dirt work, our construction staffing bench picks up the field side. For employer-of-record paperwork on either side, our construction payroll services team runs the back office.

Civil Disciplines We Staff
Civil engineering is not one role. It is six overlapping practice areas, plus the support roles that move drawings from concept through construction administration.
- Civil 3D designersproduction-speed grading, profiles, corridor modeling
- BIM modelersCivil 3D, OpenRoads, OpenSite, MicroStation, Revit coordination
- H&H modelersHEC-RAS, HEC-HMS, EPA SWMM, regulatory submittals
- Survey crew chiefs and party chiefstopographic, ALTA/NSPS, construction stakeout
- Inspectors and field repsCEI, ICC, special inspection, soils and concrete
Most calc-package and stamping roles route through contract staffing or contract-to-hire. For firm hires on the design side, direct hire is the cleaner path.

Civil Specializations We Recruit For
Different markets need different specialties. A coastal engineer who has spent a career on tidal hydraulics will not be the right hire for a high-desert subdivision in Arizona. We sort that out before the resume hits your inbox.
- Stormwater and drainage designNPDES, MS4, detention, water quality, BMP selection
- Roadway and highway designAASHTO Green Book, state DOT manuals, complete streets
- Traffic engineeringSynchro, SimTraffic, signal warrants, MUTCD
- Water and wastewater treatmentconventional and membrane, biosolids, disinfection
- Geotechnical investigation and designSPT, CPT, deep foundations, MSE walls, soil-structure
- Land development and entitlementssubdivision plats, ALTA surveys, jurisdictional review
- Bridge and structural-civilload rating, scour analysis, AASHTO LRFD
- Coastal and marinetidal hydraulics, dredging, shoreline protection
Our recruiters come from technical backgrounds. When a candidate claims they led the civil package on a regional roadway widening, the recruiter on the call knows which design exceptions to ask about, which DOT review cycles matter, and what an AASHTO design speed actually changes in the geometric layout.
We coordinate with the broader engineering bench, including structural, mechanical, electrical, and manufacturing engineering staffing. If the project needs a multidiscipline team, you talk to one recruiter instead of three different agencies.

What Sets Our Civil Engineering Staffing Apart
Most agencies forward resumes. We pre-screen for licensure, real project history, and software fluency. Here is what working with us looks like when the construction document set is overdue.
PE licensure verified before submittal
We confirm the candidate’s license number and status with the state board before sending the resume. No surprises three weeks in when the stamp turns out to be expired or the candidate sat for the PE but never finished it.
Software fluency screened, not assumed
If the role needs production-speed Civil 3D, OpenRoads, HEC-RAS, or Synchro, our recruiter asks the questions a senior PM would ask. We do not pass off a designer who used the software in school as someone who can run a corridor model.
Code and spec depth where it counts
Bench includes engineers with real AASHTO LRFD, ACI 318, MUTCD, ASCE 7, and state DOT spec experience. Plus NPDES, NEPA, and Section 404 permitting fluency where the project demands it.
One recruiter, design and field
If your project needs a stamp and a grading superintendent, you talk to one recruiter. Our construction staffing bench coordinates directly with the engineering side. No agency-to-agency telephone games.

Project Types We Staff
Our model works best for civil firms, design-build contractors, owner-engineering teams, and municipal clients running real schedules with real schedule risk if a sealed plan set slips.
- Public infrastructureDOT highway, bridges, transit, airports
- Water and wastewater utilitiesTreatment plants, conveyance, lift stations
- Land developmentSubdivisions, commercial sites, master-planned
- Stormwater and drainageDetention, water quality, MS4 compliance
- Energy and utility corridorsPipeline, transmission, wind and solar civil
- Healthcare and education sitesHospital campuses, K-12, higher ed civil
- Industrial and logisticsDistribution centers, manufacturing pads, rail
- Federal and public-sectorUSACE, GSA, military, FAA airfield
According to the U.S. Bureau of Labor Statistics, civil engineering employment is projected to grow about 6 percent through 2033, with infrastructure investment and resilience work driving most of that growth. The bench has not grown to match. Per the ASCE Infrastructure Report Card, the national infrastructure backlog continues to outpace civil hiring, which keeps PE-stamping bandwidth tight in every major market.
For tech-adjacent and mission-critical sites such as data centers and biotech, we coordinate with our broader engineering staffing bench so civil, structural, and MEP move through one point of contact. For short-duration calc packages and design surge work, we route through project staffing.
Common Questions About Civil Engineering Staffing
What does a civil engineering staffing agency actually do?
A real agency sources, screens, verifies licensure, and places civil engineers and designers on projects. The value is in filtering, not in pulling resumes.
We recruit from our existing engineering network, run state license verification, screen for software and code fluency, carry the employment burden for contract engineers, and coordinate onboarding with your project leads. Fees depend on whether you are using contract staffing, contract-to-hire, or direct hire.
How fast can you fill a civil engineering role?
EITs and Civil 3D designers fill in 5 to 10 business days. Licensed PEs average 17 days. Senior PMs and engineers of record run 3 to 6 weeks.
Realistic timelines by role:
- Civil EITs and Civil 3D designers — 5 to 10 business days
- Licensed civil PEs (2 to 7 years post-license) — 12 to 21 days
- Senior PMs and project leads — 3 to 5 weeks
- Engineers of record / discipline leads — 4 to 8 weeks, longer in tight markets
- Specialty: H&H modeling, coastal, forensic — case by case, we will be honest at kickoff
We give you a realistic timeline at kickoff instead of overpromising and missing the date a week later.
Do you verify PE licensure before sending the resume?
Yes. Every candidate represented as a licensed civil PE has been confirmed against the state engineering board before submittal.
We pull license number, current status, and discipline from the state board. If the license is expired, suspended, or in the wrong state for the project, you know before the interview gets scheduled. Per NCEES, comity and reciprocity vary state by state, so we treat cross-border placements case by case rather than assuming a license travels. For roles where civil and structural overlap on bridges or load-bearing site features, we coordinate with our structural engineering staffing bench so the right seal lands on the right sheet.
What software and codes can you screen for?
AutoCAD Civil 3D, OpenRoads, MicroStation, HEC-RAS, HEC-HMS, Synchro, plus AASHTO, ACI 318, MUTCD, ASCE 7, NPDES, and state DOT specs.
Software fluency is screened on a working level. If the role needs production-speed Civil 3D with real corridor and pipe network modeling, we ask candidates to walk through a specific workflow such as a corridor at a divided highway transition or a stormwater design that crosses a property line. Code-side, our recruiters know the difference between someone who has read AASHTO and someone who has actually run a design exception through a DOT reviewer. Same for ASCE-published standards and state amendments.
Can you staff public-sector and DOT projects with clearance or residency rules?
Yes. We staff state DOT contracts, federal civil work, and municipal projects, including residency, DBE, and public-trust clearance constraints.
Public-sector hiring has extra paperwork. Some state DOTs require in-state residency or recent in-state project experience. Federal civil work through USACE or GSA often needs public-trust clearance and verifiable U.S. citizenship. DBE goals on a prime contract change which subs and which subcontract roles you can put on the job. We track those constraints at intake so we are not handing you a candidate you cannot actually onboard. For airfield projects we lean on FAA AC reviewers; for water work we lean on EPA and state-environmental-agency reviewers.
Do you place civil engineers nationally or only in specific regions?
National reach. Strongest civil benches in California, Texas, the Southeast, and the Northeast corridor, with growing depth in Mountain and Midwest metros.
We place civil engineers in every major U.S. metro and most secondary markets. If you are working in a tertiary market, we will be straight about how deep the bench actually is and what realistic fill time looks like before you commit to a start date you cannot hit. Remote and hybrid PE roles are common for design and modeling work but rarer for stamping roles, since state licensure rules still apply and many state DOTs prefer in-state seals on public work. Related: our broader engineering staffing agency practice handles adjacent disciplines on the same projects.
Can you handle pure CEI and construction administration roles?
Yes. CEI inspectors, RFI engineers, and field reps are some of our most active searches, especially on DOT and water utility programs.
CEI hiring is its own market. Owners want certified inspectors who can read the plan set and a spec book at the same time, write a defensible daily report, and not let a paving subcontractor talk them into a thickness call that is not in the contract. We screen for the certifications the agency actually requires, the project type the candidate has run before, and the soft skills that keep a public-sector inspector from ending up in a procurement protest. For higher-volume CEI programs we often run a small bench under project staffing with rolling backfill.
Need a Civil Engineer on a Real Schedule?
Start with a 20-minute intake call. Tell us the scope, the licensure requirements, the software stack, the markets, and what is already going sideways on the project. We will be honest about whether we can fill it and how fast. No pitch deck, no ten-step sales process.
