IT contractor rates in Minneapolis-St. Paul run $47 to $56 an hour for a Level 2 help desk technician (median $50) and $93 to $116 for a mid software engineer (median $104), per KORE1 Contract Rate Index 2026-Q4.

Last updated: November 4, 2026

A quarter of that help desk seat comes to about $26,000. The engineer runs about $54,000. Both assume 40-hour weeks, with wages, employer taxes and the staffing firm’s costs already inside the hourly figure.

Ryan McManus of KORE1 puts the buyer this way. They ask about one role at one level in one city for one contract length, and whoever answers with real data earns the citation and the call. We think that’s right. Our IT staffing in Minneapolis-St. Paul desk quotes from this table, under the contract staffing terms KORE1 has used for twenty years of IT staffing engagements.

One thing stands out before you scroll. The Twin Cities charge more than the country for the entry seats and less for the senior ones. Every row below is modeled, and says so.

Each modeled line starts from the BLS OEWS May 2025 wage for the Minneapolis-St. Paul-Bloomington metro, adds a 24% employer burden, and then widens it into a bill range using the spreads on KORE1’s own placements. No line here is a Twin Cities observed rate, because the index prints one only when five recent KORE1 placements sit behind a role in the metro.

Contract length

How Much Does a 3-Month vs a 6-Month Contract Cost in Minneapolis-St. Paul?

Double. One hourly rate covers both lengths in the index, so 26 weeks costs twice what 13 weeks costs, give or take rounding. There’s no discount for staying longer. Not even a small one.

A Level 1 help desk seat budgets $23,700 for a quarter and $47,400 for two. A senior software engineer runs $64,600 and $129,300. Help desk work often gets bought by the month instead, and IT support cost per month lays out that version.

Twin Cities requests tend to come in threes. Say a medical device maker in Plymouth is moving its quality system onto a new ERP and needs a mid ERP consultant, a business systems analyst and an IT project manager through cutover. Thirteen weeks of that trio is about $132,800, and twenty-six is about $265,700, which is the figure the steering committee will want explained before go-live slips a month. Contract development team cost prices a bigger mix, the staff augmentation cost breakdown shows the monthly math, and there’s more KORE1 staffing in Minneapolis-St. Paul on the ERP side.

Length matters for another reason. Hit 1,040 hours, about 26 weeks, and you can hire the contractor onto your own payroll without paying KORE1 a conversion fee. Contract-to-hire staffing is built on that.

Start and length

How Fast Can a Contractor Start in Minneapolis-St. Paul, and How Long Do Assignments Run?

KORE1 placement records give five useful markers for any contract, pooled across every market we staff. The medians cover the whole company, not the Twin Cities alone.

  1. Day 3Median first shift after a signed offer, from 1,997 contract starts
  2. Week 13520 hours, the 3-month column in the table
  3. Day 116Median assignment across all roles, 1,887 that ended
  4. Day 136Median for IT roles, 410 of those assignments
  5. Week 261,040 hours, and conversion carries no fee
Drawn to scale across 26 weeks on wide screens. The shaded stretch sits between the two assignment medians, and the orange mark is the 1,040-hour conversion point.

A one-quarter budget usually runs short. The typical IT assignment ends in week 19 or 20, so a 13-week approval lands back on the controller’s desk while the contractor is halfway through a migration. Fund what the work will probably take. If it finishes early, you stop paying. Easy.

The start barely dents the budget. With a median of three days between signature and first shift, nearly all 520 hours go to the work itself, and how fast a contractor can start covers the things that slow it down.

What Is Inside a Minneapolis-St. Paul Bill Rate?

The words matter first. Devin Hornick, a KORE1 partner, corrects buyers on them all the time. “First off, it’s not a markup. Secondly, there’s a margin in there. And thirdly, there’s a bunch of other costs that you’re not thinking of.”

His worked example goes like this. “$100 an hour. There’s a burden of 24% generally in California… now with the burden you have $124, and so we make our profit after the $124… a bill rate on something like that would likely be around $150… maybe even $160.” A quoted markup often leaves the burden out. So ask any firm what its number covers. Every time.

Minnesota adds more than most states. Four layers sit inside it. Three of them are set in St. Paul, not Washington.

  • A paid leave premium, new in 2026

Since January 1, 2026, Minnesota Paid Leave collects a premium of 0.88% of wages (DEED announcement), and the employer must pay at least half of it (Minnesota Statutes 268B.14). The rest may come out of the worker’s check.

  • A high unemployment wage base

Minnesota unemployment tax applies to the first $44,000 of each worker’s 2026 wages (Unemployment Insurance Minnesota). Compare that with the $7,000 federal FUTA base. Each employer’s rate differs.

  • Sick and safe time from the first shift

Workers earn one hour of earned sick and safe time for every 30 hours worked, up to 48 hours a year (Minnesota Department of Labor and Industry). Minneapolis and St. Paul also run city ordinances of their own. A W2 contractor accrues it like any other employee.

  • Federal payroll tax, the biggest share

Social Security is 6.2% to $184,500 and Medicare 1.45% (IRS Publication 15). FUTA nets to 0.6% on the first $7,000 (IRS Topic 759).

None of that changes the index, which uses one flat 24% burden. On purpose. A single figure lets an Eagan seat line up against an Austin or Atlanta seat even though the state costs underneath differ, and it also covers liability insurance plus the dental and vision coverage KORE1 pays in full for contractors. The contractor burden rate page splits the 24% into its parts.

Against the U.S. median

How Do Minneapolis-St. Paul Rates Compare With the National Benchmark?

Minnesota calls itself the State of Hockey, so this chart keeps score the way hockey does, in plus-minus. Each rink runs from $10 under the U.S. median to $10 over it. The red line is the U.S. median, the blue lines sit $5 either side, and the puck is where the Twin Cities median lands.

Software engineer, mid$104$108−$4
Data engineer, mid$106$110−$4
Software engineer, senior$124$131−$7

Puck right of the red line means the Twin Cities seat bills more than the U.S. median. Left means less. ERP consultants and business systems analysts price the same here, so they share a row.

The entry seats are the surprise. Start at the bottom. Level 1 help desk bills $46 here against $38 nationally, and of the 23 metros in the index only nine charge more, every one of them on a coast or in Denver. That’s $9 over Chicago for the same first-line seat. ERP consultants and business systems analysts sit $5 over the country too, at $89.

Then the ladder flattens. A senior software engineer bills $124 against $131 nationally, and mid software and data engineers both come in $4 under. From Level 1 help desk to senior software, the Twin Cities spread is $78 an hour. Nationally it’s $93. A budget that takes a flat Midwest discount off national rates will come up short on the help desk and ERP seats while carrying padding on the developers, which is backwards for most Twin Cities project plans. Check each seat. The wage data shows the pattern without saying why, so we won’t guess.

Neighbors price it differently. Senior software runs $128 in Chicago and $110 in Milwaukee. Compare every metro in IT contractor rates by city, look at Chicago contract rates, Milwaukee contract rates or Denver contract rates, or check our national tech contractor hourly rates.

Modeled, not observed

Why Every Minneapolis-St. Paul Rate in the Table Is Modeled

Short answer? Most KORE1 contractors work in Southern California. An observed Twin Cities line needs five recent placements in one role here, and no role has reached five. So for now it’s the model.

Modeled doesn’t mean loose. The federal wage survey supplies the base for this exact metro, KORE1’s billing history supplies the spread, and the identical steps produce every other city in the index, so each median is a fair read on where a quote will center before anyone has seen your req. Then the req moves it.

What moves it most? Onsite days, for one. Five days in a downtown tower costs more than a hybrid seat in Eagan. Skills that are thin on the ground matter too, like validated systems at a device maker or Epic at a health system. So does a start date next week. And when a title says senior but the budget says mid, we’ll flag it before we send a number, because a quote built on the wrong level wastes a week of everyone’s time and usually ends with the req reopened.

For specialty hiring, data staffing in Minneapolis-St. Paul covers analysts and engineers, and engineering staffing in Minneapolis covers product and plant roles. National pricing for nearby seats lives in help desk contract bill rates by level, ERP consultant hourly rates, project manager contract rates, network engineer contract rates, business analyst bill rates and QA contract rates.

Contract, Contract-to-Hire or Direct Hire in Minneapolis-St. Paul: Which Costs Less?

Over a full year the price comes out close. What usually decides it is how fast you need someone and how easily you can reverse the call.

  • Billed by the hour

    Contract

The seat closes when the project closes, and a contractor can convert with no fee after 1,040 hours.

    How contract staffing works
  • Trial first

    Contract-to-hire

You pay the hourly rate through the trial, and 207 of 552 KORE1 placements converted, or 37.5%.

    Contract-to-hire vs direct hire cost
  • Single fee

    Direct hire

You pay 20% of the first-year base once, and a 60-day replacement guarantee covers the hire.

    Direct hire staffing

Devin Hornick worked through a $100,000 hire on a recorded KORE1 call. The placement fee is $20,000, and spread over 1,040 contract hours it lands near what a bill rate carries anyway. “There’s really no savings in going direct hire versus contract,” he said. Mostly true.

The trade is risk. Contract has no replacement guarantee, which is better to know now than to find out in a dispute. What you buy instead is speed, because the seat starts fast and ends cleanly. Direct hire reverses all of that. The search takes longer and the fee comes due up front, but you get a 60-day guarantee and a person who stays once the project ships.

Method

How These Minneapolis-St. Paul Numbers Are Built

There are three steps. First comes the hourly wage, read from the May 2025 BLS OEWS wage tables for the Minneapolis-St. Paul-Bloomington metro, using the 25th percentile for junior and Level 1, the median for mid and Level 2 and the 75th for senior and Level 3. Second, we multiply it by 1.24 for employer burden. Third, KORE1’s bill-to-cost range at a similar cost level turns that figure into a bill range, which is why one line can run wider or narrower than its neighbor when the two medians look close.

The occupation codes are 15-1232 for help desk, 15-1244 for systems administrators, 15-1241 for network engineers, 15-1212 for security, 15-1252 for software engineers, 15-1253 for QA, 15-1243 for data engineers, 15-1211 for ERP consultants and business systems analysts, 13-1111 for business analysts, 13-1082 for project managers, 13-2051 for financial analysts, 13-2011 for accountants and 11-3031 for controllers.

Some work is left out. Payroll-only arrangements, offshore and corp-to-corp contracts and deals with an unusual bill-to-pay relationship don’t count. Version 2026-Q4 took effect October 16, 2026, and the next update is due January 2027. The full write-up is how the index is built.
