Accounting & Finance Staffing in Baltimore, Controllers to CFOs
Controllers, FP&A leads, CFOs and the accountants who report to them, placed across Greater Baltimore and priced against the DC offer your finalist is holding.

Last updated: October 11, 2026
KORE1 handles accounting staffing in Baltimore for controllers, FP&A analysts, CFOs and staff accountants as contract, contract-to-hire or permanent hires. Our average fill takes 17 days, and 92% of placements are still in the role after a year.
Baltimore isn’t a smaller DC. The finance market here leans senior, which surprises people who only know the city from the Inner Harbor. The BLS May 2025 survey for the Baltimore-Columbia-Towson metro counts 9,990 financial managers (location quotient 1.36), so the region has roughly a third more controllers, treasurers and finance directors per worker than the national average. That changes the search.
You can see it in the job orders. A controller for a manufacturer up in Hunt Valley, an FP&A director for one of the hospital systems, a company hiring its first CFO after a few years on an outsourced bookkeeper. KORE1 has worked as an accounting and finance staffing agency since 2005 (we’re headquartered in Irvine, California, and recruit nationally), and Baltimore keeps pushing those searches up the ladder.

Baltimore accounting staffing runs on three economies
The first economy is on the water. T. Rowe Price moved about 2,000 people into its new Harbor Point global headquarters in March 2025, right next to Constellation Energy’s building at 1310 Point Street.
Asset managers and utilities hire fund accountants, SEC reporting managers and analysts who can model fee revenue or a rate case, and they tend to run long interview loops (four or five conversations isn’t unusual). They pay for it, too.
The second is health care and higher ed. Hopkins, MedStar and the University of Maryland Medical System all run large budget offices, and BLS puts Baltimore’s share of budget analysts at 2.8 times the national rate. Those teams want grant accountants, Medicare cost-report people and controllers who are comfortable with restricted funds, meaning money that can only be spent on the program or department a donor or grant agency named.
The third runs down the BWI corridor toward Fort Meade. Government contractors in Linthicum, Columbia and Annapolis Junction look for accountants who have been through a DCAA incurred-cost audit and can close a month in Deltek Costpoint without training. It’s a small pool, honestly, and we try to know who’s in it. Ask anyone who has hired one.

Your finalist probably has a DC offer too
Every finance search in Baltimore competes with Washington, whether or not the job description says so. DC is one MARC ride down the Penn Line, and the pay difference is easy to look up. Here are the medians.
| Role | Baltimore | DC metro | Gap |
|---|---|---|---|
| Accountants & auditors | $85,160 | $102,140 | $16,980 |
| Financial managers | $157,990 | $185,270 | $27,280 |
| Financial analysts | $98,880 | $108,330 | $9,450 |
| Budget analysts | $96,150 | $125,050 | $28,900 |
You don’t have to match DC dollar for dollar. A lot of Baltimore candidates will take a little less base for a shorter commute and cheaper housing, and they’ll usually say so on the first call without being asked.
What they won’t take is a fuzzy offer. During intake we show you where your range sits against both metros, and whether a second remote day would do more for you than another $5,000 (it often does). Not always, though.
Then there’s the engagement model. Contract staffing covers an audit crunch, a Costpoint migration or six weeks of leave coverage. Contract-to-hire makes sense when the work is already here but the headcount approval isn’t. Direct hire is for a controller you expect to keep for five years or more.
Six Baltimore submarkets, six kinds of finance team
Greater Baltimore doesn’t really have one downtown. It’s more like a row of submarkets that share walls but hire very different finance people.
Harbor East & Harbor Point
Asset management, energy and corporate headquarters finance, right on the water.
Downtown & Pratt Street
Banks, public accounting firms, law-firm finance and the city’s big nonprofits.
Towson & Hunt Valley
Headquarters finance up the York Road corridor, McCormick included, plus plant cost accounting.
Owings Mills
Insurance and financial-services operations that need reporting and close depth.
Columbia & Howard County
Contractors, healthcare and growth companies sitting halfway between two metros.
BWI & Annapolis Junction
Government-contract accounting, indirect rates and DCAA readiness near Fort Meade.

The finance seats we fill in Baltimore, bottom rung to top
The page title says controllers to CFOs. Here’s the whole ladder, starting from the bottom.
Staff & Senior Accountants
Reconciliations, close support and CPA-track seniors, ideally ones who already know grant, fund or contract accounting.
Controllers & Accounting Managers
People who own the close and can get through a restricted-fund audit or a DCAA review without calling in a consultant.
FP&A & Financial Analysts
Budget and forecast people for hospital systems, asset managers and the operating companies up in Hunt Valley.
CFOs & VPs of Finance
Full-time finance leaders, or fractional CFO coverage for companies that need the judgment before they can afford the salary.
We also place licensed CPAs, financial analysts, tax accountants and bookkeepers. Curious who you’d actually talk to? Our accounting recruiters work the close side, and our finance recruiters handle FP&A and leadership searches.

How we run a Baltimore finance search
There are four steps. Staff and senior roles usually get through them in about a week. Controller and CFO searches take longer, mostly because the people worth hiring already have jobs they like.
- 01Intake call. Thirty minutes on your close calendar, your ERP, your remote policy and the number you’d lose a finalist over.
- 02Two-metro comp check. We set your band against Baltimore and DC data before a single candidate hears it. It saves weeks.
- 03Recruiter screen. A finance-specialist recruiter talks with every candidate about technical depth, systems, and whether a DC offer is already on the table.
- 04Shortlist. Two to four people, with references from former managers and a written note on the one risk we see in each, so you can weigh it now instead of finding it three months after the start date.
Common Questions
What does accounting staffing cost in Baltimore?
A direct-hire placement usually costs 20% to 25% of the first year’s base pay, and contract accountants are billed hourly at a rate that already includes their pay, burden and our margin.
With Baltimore’s median accountant at $85,160 in BLS May 2025 data, a 20% fee on a typical staff hire comes to about $17,000.
Controller and CFO searches cost more because the salaries are higher, and a confidential replacement (where the person leaving doesn’t know yet) takes more of our time than an open backfill. You get the number in writing first. Then we start. Every direct hire has a replacement guarantee.
How fast can you find a controller in Baltimore?
Across every KORE1 placement the average fill is 17 days, but Baltimore controller searches usually take longer than that.
Staff accountants are the quickest. Controllers with DCAA or restricted-fund experience take more digging, and CFO searches typically need 6 to 12 weeks. CFOs take longest. The searches that close fastest have one thing in common, which is a hiring manager who books first interviews within 48 hours of seeing the shortlist instead of waiting for the next team meeting.
Do Baltimore finance candidates expect DC salaries?
Usually not. Most expect a fair Baltimore number, a clear title and a good reason to skip the drive to Washington.
The DC premium is real (about $17,000 at the median for accountants and $27,000 for financial managers, per BLS May 2025). People who already work in Baltimore rarely ask for all of it. That’s worth knowing. People who already commute south often ask for most of it, so we tell you which kind of candidate you’re looking at before the offer goes out.
Can you staff government-contract accounting near Fort Meade?
We do, and it’s one of the narrowest finance searches in the region, because the work needs both contract-accounting depth and real audit history.
Indirect rates come first. Contractors around BWI and Annapolis Junction ask for indirect rate experience, incurred-cost submissions under FAR 52.216-7 and people who are comfortable with the Defense Contract Audit Agency reviewing their numbers. Deltek Costpoint comes up in nearly every intake. Most of these roles don’t need a clearance, which helps a little, but someone who can explain a provisional billing rate to a program manager and then defend it to an auditor is still hard to find.
Should we hire a fractional CFO or a full-time one?
It depends on how often you need the person. If you need CFO judgment a few days a month, go fractional, and if lenders, investors or the board need someone every week, hire full-time.
A lot of Baltimore companies use a fractional CFO for a year or so, then start a permanent CFO search once revenue and reporting justify the salary. Some never need to. We run both, and if fractional makes more sense for a company your size, we’ll say that.
Do you cover Columbia, Towson and Annapolis, or just the city?
Yes, and most of our Baltimore-area finance work is outside the city line anyway. We cover Columbia, Towson, Hunt Valley, Owings Mills, Annapolis and the BWI corridor.
Commute direction matters here. Mileage, less so.
Someone in Towson will take a Hunt Valley job without thinking twice but might pass on Columbia, because the Beltway on a weekday evening turns a 25-mile drive into something nobody wants to repeat four days a week. We ask about it on the first call. Every time.
