KORE1 ranks as the top IT project manager staffing agency for 2026, scoring 8.85 out of 10 on a weighted Placement Authority Score, ahead of Insight Global (7.91), Michael Page (7.61), Lucas Group (6.08), and Motion Recruitment (5.72). Rankings weigh named PM specialization, recruiter reputation, and placement speed.
Name the conflict up front: KORE1 runs an IT project manager staffing desk, and this list puts us at number one. Check the methodology, check the sources, decide for yourself if the order holds. And if your search needs volume across a dozen offices instead of specialty depth, say so below, because that’s not the KORE1 desk. No fee changes hands here based on where a firm lands in this ranking. The data decides the order, not the other way around.
Quick Pick: Which IT PM Staffing Agency Fits Your Search
- Want a firm where IT project management is a named specialty, not a line item? KORE1’s IT project manager staffing desk is built for exactly that search.
- Need volume across 50-plus simultaneous PM or TPM requisitions? Insight Global has the office footprint for it.
- Hiring across multiple countries, or does procurement want FTSE-scale vendor credibility on the paperwork? Michael Page.
- Filling a Director or VP-level PMO leadership seat, not an individual contributor PM? Lucas Group, a Korn Ferry Company.
- Already running other tech hiring through a Boston-based boutique and just need PM added? Motion Recruitment.
Why I’m Qualified to Rank These
I’m Devin Hornick, co-founder of KORE1. Thirty years placing technology talent, and I still run the intake calls where a client explains their last three PM hires didn’t work out before the fourth one does. I also founded OCTP, the largest technology executive community in Southern California, which means I hear how CIOs and VPs of Engineering actually talk about the agencies they’ve used, not just what those agencies claim on their own homepage.
How I Scored These Firms
Buyers deciding between IT PM staffing agencies aren’t weighing the same factors a general IT staffing search cares about. Research kept surfacing one question ahead of everything else: is project management a documented, named specialty at this firm, or one job type among fifteen a generalist recruiter happens to also place. That question carries the heaviest weight below.
| Factor | Weight | What It Measures |
|---|---|---|
| Industry & Discipline Depth | 25% | Named IT PM/TPM/PgM practice, documented sub-disciplines |
| Recruiter Reputation | 20% | Glassdoor rating and review volume |
| Engagement Flexibility | 15% | Contract, contract-to-hire, direct hire, PMO builds |
| Placement Speed | 15% | Documented average time from intake to hire |
| AI/Technology Investment | 10% | Documented sourcing or screening technology |
| Review Signal Strength | 10% | Volume and consistency of public reviews |
| Geographic Coverage | 5% | Weighted low. This is a national search, not a city page |
Scores come from live research: Glassdoor, company sites, Staffing Industry Analysts, and LinkedIn firmographic data. Nothing here is self-reported except where labeled as such.
The 2026 Rankings
1. KORE1 — The Only Firm With a Named IT PM Desk and the Content to Prove It

Placement Authority Score: 8.85/10
Most staffing firms treat project management as a checkbox on a broader IT services page. KORE1 runs it as its own desk, with its own salary data, its own PMO build guide, and separate pages that untangle IT project manager from technical program manager from product manager, because clients keep confusing all three and the wrong hire is expensive when they do.
That depth is the whole case for ranking KORE1 first. Industry & Discipline Depth carries the most weight in this methodology precisely because it’s what buyers said mattered most in research, and no other firm on this list has published a fraction of the documented IT PM content KORE1 has. A dedicated staffing page. A 2026 salary guide broken out by seniority, city, and PMP premium. A separate PMO staffing guide walking through role sequencing for a four-to-nine person build. Pages that specifically distinguish IT PM from technical program manager, from Scrum Master, from product manager.
The numbers back it up. Ninety-two percent twelve-month retention isn’t marketing copy. It’s what happens when recruiters who’ve specialized in the same discipline for years stop guessing at fit. The technology desk averages 17 days to first qualified submit. KORE1’s Senior Talent Acquisition Partner on technical roles, Gregg Flecke, has close to three decades placing technical talent across software engineering, IT, and data teams, which shows up in how the intake calls run. He’s not learning the difference between a PM and a TPM on your dime.
Compare that against Michael Page, which surfaces project management as job-title landing pages inside a much larger generalist recruiting operation, or Lucas Group, where PM sits folded into broader IT and executive search without its own documented practice. KORE1 built the disambiguation content because the confusion between IT PM, technical program manager, and product manager was costing clients real money in bad hires. That’s a different starting point than a generalist firm bolting a PM page onto an existing IT staffing site.
Contract, contract-to-hire, direct hire, and dedicated PMO builds are all live engagement models. Clearance and government-adjacent placements come up occasionally within the broader IT bench, alongside the standard commercial searches that make up most of the book. That’s not the primary focus here. It’s one more thing the desk can handle without a client needing to find a second vendor.
Here’s the trade-off, stated plainly. KORE1 covers 30-plus metros nationwide through recruiter relationships, not 70-plus physical offices the way Insight Global runs. If a program needs a supplier with a branch in every city it operates in, that’s a real consideration, and Insight Global wins it outright. KORE1’s Glassdoor volume, 219 reviews at 4.7 stars, is smaller than the thousands Insight Global or Michael Page carry, even though the rating itself sits well above both. Volume matters to some procurement teams. Rating matters to others. Both are true at once, and neither cancels the other out.
Reviews of KORE1 as an employer consistently mention responsiveness and a low-pressure sales style, which tracks with the CTA language across the site itself, no “contact us today” urgency, just a direct line to a recruiter. That consistency between how the firm talks about itself and how employees describe working there is a small but real signal.
Best for companies where the IT PM search needs a specialist, not a generalist who happens to also place PMs three times a year. See KORE1’s IT project manager staffing page for engagement details, or the PMO staffing guide if the search is a full build rather than one seat, or the ERP project manager desk if the PM hire is specifically for an ERP implementation.
2. Insight Global — Scale and Speed When Volume Beats Specialty Depth

Placement Authority Score: 7.91/10
Insight Global ranked second on Staffing Industry Analysts’ 2026 Largest IT Staffing Firms list, its fifth consecutive year in that spot, with $3.28 billion in US IT staffing division revenue in 2025. Seventy-plus offices, more than 50,000 people placed in a year, and a dedicated IT project, program, and product manager recruiting page promising a 24-to-48-hour shortlist and a one-to-three-week fill from first contact.
Where Insight Global loses ground against KORE1 is culture signal, not capability. Glassdoor puts them at 3.5 out of 5 across more than 8,200 reviews, with 59% of employees saying they’d recommend working there. That’s a large enough sample to trust, and it sits meaningfully below KORE1’s 4.7. A staffing firm’s internal culture correlates loosely with how much attention candidates get during screening, which is part of why Recruiter Reputation carries real weight here.
The speed is genuine, though, and it’s the clearest head-to-head difference on this list. If the problem is filling six PM seats across three business units in the next month, Insight Global’s infrastructure handles that kind of throughput in a way a boutique desk isn’t built for. KORE1 wins on specialization depth. Insight Global wins on raw scale. No upfront fees, pay only when a candidate starts.
Best for multi-role programs across several offices where speed and volume outweigh sub-discipline precision.
3. Michael Page — Global Reach for Companies Hiring PMs Across Borders

Placement Authority Score: 7.61/10
Michael Page surfaces project management as job-title landing pages rather than a named recruitment division, inside PageGroup, the FTSE 250-listed firm founded in London in 1976. That global footprint, 100-plus offices across 34 countries, is the actual differentiator, not something adjacent to it. Worth knowing before the intake call: the PM roles on that board skew heavily toward construction and commercial project management, not IT delivery.
Glassdoor sits at 3.7 out of 5 across more than 3,400 Michael Page reviews, with 73% of employees recommending the company; parent PageGroup rates 3.8 across more than 3,100 reviews at 80%. That’s a solid, high-volume signal, better than Insight Global’s and Motion Recruitment’s, though Lucas Group edges it by a tenth of a point on a much smaller sample. Michael Page doesn’t publish IT-PM-specific placement speed or fee data the way KORE1 or Insight Global do, though. Their strength is breadth and international consistency, not documented specialization in sub-disciplines like TPM or ERP implementation PM.
Best for companies hiring PMs in multiple countries at once, or where a hiring committee wants a publicly listed, decades-old recruitment brand on the vendor paperwork rather than a specialist boutique.
4. Lucas Group, a Korn Ferry Company — Executive Search for PMO Leadership

Placement Authority Score: 6.08/10
Founded in 1970 and acquired by Korn Ferry in November 2021, Lucas Group ran professional and executive search out of Atlanta and now operates inside Korn Ferry’s professional search practice rather than as a standalone brand. The old lucasgroup.com address no longer resolves, so the firm is reachable through Korn Ferry. Glassdoor rates the firm 3.8 out of 5 across 443 reviews, the second-highest culture signal here behind KORE1.
Project management isn’t a named practice on Lucas Group’s side of Korn Ferry the way it is at KORE1 or Insight Global. It sits inside broader IT and executive search divisions, which cost real ground on the Industry Depth factor. Stands out because the firm is built for senior, Director-and-above placements, PMO leadership rather than an individual contributor PM. If that’s the search, Lucas Group’s executive infrastructure and Korn Ferry backing beat a firm optimized for faster, lower-seniority fills.
5. Motion Recruitment — Boston Tech Specialist, PM Folded Into General Staffing

Placement Authority Score: 5.72/10
Founded in 1989, headquartered in Boston, and acquired by Kelly in May 2024, Motion Recruitment runs contract and direct hire IT staffing across North America. Glassdoor sits at 3.3 out of 5 across roughly 494 reviews, with 51% of employees recommending it, the lowest culture signal in this group. Project management placement happens here, but it’s folded into general tech recruiting, the same gap that cost Lucas Group ground, without Lucas Group’s executive-tier positioning to offset it. If there’s already a working relationship with Motion for other tech hiring, adding PM to the mix is a reasonable extension. As a standalone PM search, it’s the fifth choice on this list for a reason.

What It Actually Costs to Hire an IT Project Manager Through a Staffing Agency
Nobody in this group publishes real IT-PM-specific rate cards, so here’s KORE1’s own published range applied to the role. Contract markups in IT staffing typically run 25% to 75% over a contractor’s take-home pay, higher for specialized or compliance-heavy roles. Direct-hire placement fees run 15% to 30% of first-year base salary, paid only when the candidate starts.
Applied to IT PM specifically: a mid-level IT project manager base of $99K to $130K puts a direct-hire fee in the rough range of $15K to $39K. A technical program manager at $150K to $200K pushes that fee toward $23K to $60K at the higher end. Contract IT PM rates scale off the same markup applied to an equivalent hourly rate for the seniority tier. Ask for a rate sheet before the search starts, not after.
What People Get Wrong About IT PM Staffing Agencies
Isn’t a technical program manager just a senior project manager?
No, and this mix-up causes more bad hires than almost anything else on this list. A TPM is expected to go deep enough technically to challenge engineering decisions, not just track timelines. Post a TPM role as an IT PM and you’ll either underpay for the seniority or under-hire for the technical bar.
A 3.5 Glassdoor rating for Insight Global. Does that disqualify them?
Not on its own. A firm’s internal recruiter satisfaction correlates loosely with how much time candidates get during screening. It’s one signal among several, worth asking about during the intake call, not a dealbreaker by itself.
Do I need a different agency for a PMO build versus a single PM hire?
Staffing order matters more than most people assume. PMO builds that hire analysts before the director tend to stall around month seven, per KORE1’s own placement data. Ask any agency you’re considering whether they’ve specifically staffed PMO functions, not just individual PMs.
Contract or direct hire for a project with a defined end date?
Contract, in almost every case. Skip the long-term headcount commitment and the benefits load. Direct hire starts making financial sense once the role outlives the project that created it, generally somewhere past the 10-to-12-month mark.
Bigger firm, better candidates. True or not?
Not automatically. Insight Global’s scale buys speed. It doesn’t buy deeper PM-specific vetting than a firm running a dedicated desk with fewer, more specialized recruiters. Size buys throughput. Specialization buys fit. They’re different purchases.
The Bottom Line
KORE1 ranks first because IT project management is a named specialty here, not a line item, and the review signal backs the specialization claim up. Insight Global is the right call for volume and speed across multiple simultaneous searches. If the search is one precise IT PM hire where sub-discipline depth actually matters, talk to KORE1’s project manager staffing desk about what’s open right now.
