ERP Staffing Tampa Starts With Who Is Allowed to Log In

Around Tampa Bay, plenty of the companies running an ERP build parts for the two combatant commands at MacDill, and their item records hold drawings the government controls. Florida’s latest military and defense economic impact summary counts 65,291 defense-related jobs in Hillsborough County and 32,247 more across the bay in Pinellas. Machine shops, electronics assemblers and services firms make up a big share of that. Lots of item masters.

Their ERPs look like anybody’s. Epicor on a Largo shop floor, Business Central at an Oldsmar assembler, Oracle Cloud ERP or SAP at the bigger primes.

The data is what’s different.

A lot of those item records carry controlled drawings. The Pentagon’s CMMC program was going to start requiring third-party certification for that kind of data on November 10, 2026, and in July it suspended that step pending a reform review. The rules underneath didn’t budge.

So a Tampa ERP intake still tends to open with a question most metros never ask. Who’s allowed to log in?

A Tampa ERP Holding CUI Stays in Scope Through the CMMC Pause

CMMC, short for Cybersecurity Maturity Model Certification, entered defense contracts on November 10, 2025, mostly as self-assessment. Phase 2 was due a year later, when a certificate from an accredited third-party assessor would have become a condition of award for work involving controlled unclassified information, or CUI. On July 13, 2026 the Pentagon suspended that phase and gave a reform task force 60 days to rethink the program. Recommendations are due this fall.

The suspension paused the certificate. It didn’t pause the controls. DFARS 252.204-7012 has required the security requirements in NIST SP 800-171 on contractor systems holding CUI since the end of 2017, and the Level 2 self-assessment still goes in with the bid.

Scoping works by asset. Anything that stores, processes or transmits CUI is in, and at a machine shop that often means the ERP, because someone attached drawings to item records years ago and nobody ever took them off. One PDF on one part number will do it.

Nobody remembers doing it.

The same clause decides where cloud software may keep that data, because a provider holding covered defense information has to meet security requirements equivalent to the FedRAMP Moderate baseline. Plenty of subscription ERPs don’t. Contractors end up picking one of three ways out, and each calls for a different hire.

The cheapest route is usually the least exciting project on anyone’s list.

Documents that carry CUI can label every paragraph (CUI) or (U), a practice called portion marking, and the banner at the top takes the most restrictive mark on the page. Run the same test on a part record from a Pinellas machine shop. Violet marks controlled data on this page and nothing else, and one controlled field is enough to put the whole record, and the system storing it, under a CUI banner.

Three ways out, three different hires

Government cloud

Microsoft lists Dynamics 365 Finance and Supply Chain Management in its GCC and GCC High clouds, though not Business Central. SAP NS2 hosts S/4HANA at FedRAMP Moderate, Oracle Fusion Cloud ERP holds a Moderate authorization, and Epicor runs an ITAR option on Azure Government. The hire has configured inside that exact environment, not only the commercial one. Rare, and priced like it.

Enclave

The ERP stays where it is, behind virtual desktops and tight access groups. You want an administrator who treats quarterly access reviews as the job, not a chore. It never finishes.

References only

Controlled content leaves and a drawing number stays. That takes a functional lead who can clean attachments, notes and routings without halting a single work order, the same discipline our ERP data migration staffing searches screen for. It’s usually the cheapest of the three.

We made this record up. None of it is real CUI. Where your own scope lines fall is a call for your compliance lead and contracts team, and eventually an assessor, while our part is finding whoever does the cleanup.

Offshore ERP Help Desks Hit a Wall at ITAR Data

Most finance people have never had to read ITAR. Under the International Traffic in Arms Regulations, letting a foreign person look at controlled technical data counts as an export even if nobody leaves a Clearwater conference room, and a U.S. person means a citizen, a green card holder, or someone granted asylum or refugee status. A consultant here on an H-1B is a foreign person for that purpose. Twelve years in Dunedin doesn’t change it.

Lots of mid-market shops around the bay pay a managed services firm overseas to keep the ERP running, and for years that’s a perfectly good deal. Then engineering starts attaching drawings to item records. From that afternoon on, the offshore team can’t open those records unless an export license covers them, and often nobody has told the vendor.

Easy to miss. Expensive to find late.

The fix is usually smaller than people fear. One onshore administrator or functional analyst who qualifies as a U.S. person takes every ticket and record touching ITAR data, and the offshore team keeps the rest. It’s a common Tampa search.

Clearances are a different animal. The typical ERP seat at a Tampa supplier needs U.S. person status and a background check, not a Secret clearance, since the system holds controlled unclassified data rather than classified material. Contractors near the base mostly sell hours rather than parts. So the ERP work is project accounting, timekeeping and indirect rates that have to hold up in a DCAA audit, usually on Dynamics 365 Finance with Project Operations or on Oracle Cloud ERP. Deliverables can be CUI on their own, so even a firm without a single drawing can end up with its document side in scope. It surprises people.

Insurers, banks, financial back offices and corporate headquarters like Mosaic’s on Kennedy Boulevard fill the towers between the airport and the Hillsborough River, many of them on SAP S/4HANA or Oracle Cloud ERP. Research institutes, health systems and nonprofits near the university spend federal grant money, and federal cost rules decide what a grant may carry. Sage Intacct runs a lot of the smaller organizations. When the revised Uniform Guidance took effect in October 2024, the equipment threshold jumped from $5,000 to $10,000, and that number lives in somebody’s ERP configuration. Someone had to change it.

Pinellas Device Lots Wait on a Quality Signature

Medical device makers are the other half of the Pinellas story, and CONMED keeps its corporate headquarters in Largo. On February 2, 2026 the FDA’s Quality Management System Regulation took effect, replacing the old Quality System Regulation and bringing ISO 13485 into Part 820 by reference. A Pinellas plant’s quality system now reads much the way most other major regulators already read it. Mostly for the better.

The ERP sits in the middle of lot release. Finished product moves from quarantine to available stock only when an authorized quality person signs, and when that signature happens inside the system, 21 CFR Part 11 expects it to be attributable, time-stamped and permanently linked to the record. SAP, Dynamics 365 and Epicor can all do it. Setting it up so an auditor believes it is a separate skill.

A rarer one.

Validated systems also slow every change down, on purpose. Colin Boothe runs Foretopia, an ERP consultancy, and its change-control procedure won’t let a change near electronic signatures, audit trails or access control without a validation impact assessment. The builder doesn’t get to write it. In Foretopia’s 2026 benchmark for a validated integration, validation took about 30% of the hours.

How quickly can you fill an ERP seat in Tampa?

CMMC Phase 2 is suspended. Does our ERP still need to be in scope?

Yes, if it stores, processes or transmits controlled unclassified information, because the July suspension paused third-party certification and left the protection rules alone. DFARS 252.204-7012 still requires NIST SP 800-171 on those systems, and Level 2 self-assessments still apply. Drawings attached to item records are the usual way an ERP lands in scope. An ERP holding only references to drawings kept in a separate enclave can be scoped differently, as long as you can show how the two are separated.

Can an offshore team or a consultant on a work visa support an ITAR-controlled ERP?

Not with access to the ITAR technical data, unless the company holds an export authorization that covers it. ITAR treats releasing that data to a foreign person as an export, even inside the United States. Plenty of companies split the work instead, keeping controlled data behind access controls so other staff can support the rest of the system. Designing that split is a job of its own.

Do ERP consultants at defense contractors need a security clearance?

Usually not. Clearances are for classified work, and an ERP at a Tampa supplier holds controlled unclassified data, which calls for U.S. person status and a background check instead. The exceptions support a program office on base or handle classified contract details. Only a sponsoring employer can start a clearance, so raise it on the first call.

How much does validation add to an ERP change at a medical device maker?

Around 30% of the hours is a fair planning number, going by a 2026 Foretopia benchmark for a validated ERP integration. Most of that is testing and documentation that an unregulated company would skip. Foretopia puts it bluntly. When a validated project quotes far cheaper, the savings usually came from leaving work out.
